I’ve said this on another TLT too, but some pictures seen to have a melancholy feel behind them.
Somehow this picture, by virtue of its partially hidden warning sign, utter lack of colour and blocked horizon, gives us that feeling.

It’s amazing how people interpret photos in various ways and yet able to relate with what it conveys. I do agree with what you said my friend. Thank you for additional insight.
